Port ROS tf library to Fawkes

Description

Currently composing coordinate transforms is painful. To automate some of this work, and to improve compatibility to ROS, we want to port ROS' tf library to Fawkes.

Work has been started and an initial port is being tested, communication infrastructure is work in progress.
