Skill Timeouts in Agent

Description

A problem that happened more than once is that the agent got stuck in a single skill. Often caused by incomplete joint movements. To avoid this problem a new feature should be implemented for skill states that adds a timeout, after which a skill is considered to have failed, allowing the agent to proceed no matter what the underlying problem was.

General timeouts are now possible with recently added general timeout support for jump states in timn/be-improvements branch.
