Currently plugins and their accompanying tools are spread throughout the software in different trees. Examples are skiller and SkillGUI (though the console tool skillet is already in the plugin directory), navigator and its GUI, localization and their GUIs etc. A combination of plugin and tool

Especially with regard to the public release, to group code that belongs to a single plugin, and as example for future plugin writers we want to consolidate code of plugins and their related tools into one directory. We will move tools that are specific to a single plugin to the plugin's directory, such that the tool will be in a sub-directory thereof.
